Jira's Filter view used to have a list view and then a another filter detail view where each issue was a block along left side with the detail to right - then if I used a preview pane for an embedded Confluence that would show up on the right in a split pane but now the filter is showing a table list and does the right preview as a split pane for the Jira issue and I have to open the Confluence embedded page in a new window - this has made my efficiency far slower! how can I get the Filter detail view back in Jira cloud?

What changed is the experience itself, not a setting you flipped. Jira Cloud has been replacing the classic issue navigator, the one with the List view and Detail view buttons, with the new issue search, and the Detail view you describe lives in that older navigator.
If the revert option is still available on your site, you can switch back: open the filter, or go to Filters and then View all issues, click the ••• menu in the top right, and choose Switch to the old issue search. There is also a per user toggle under Jira Settings, Issues, New issue search. The steps are here: Enable or disable new issue search.
One honest caveat: Atlassian has said it is moving everyone onto the new issue search and retiring the old one, so that switch is being phased out and may already be gone for some users. If the embedded Confluence preview in the split pane is the part you have lost, I would log it through the Give feedback link in the new search, since a toggle will not bring that behavior back long term and feedback is what puts it on their radar.
