In my Service Management projects, we sometimes have the option " Add Parent" in the top toolbar of a request, and sometimes not. It doesn't seem to be related to permissions or request type. Maybe it is? Looking for the answers so it's available to users/reporters in most applicable cases...

You'd usually find it in most Issue Types, it lets you add an Epic above an issue, as the parent.
What Issue Types is it not showing up for? And where are they in the hierarchy?
