Certain dropdown lists no longer populate. For example, when trying to "Raise a ticket on behalf of" someone else or when trying to change the "Reporter" in an existing ticket. This use to show all of my current customers, but now it only shows two people - one admin and one customer.
I am an administrator in the system.
Any ideas of what's happening or how to fix this.

Generally, this issue is related to the permission Browse users and groups.
Could you check that the correct groups have access to this permission?
It's under Jira Administration Console > System > Global Permissions.
