Unfortunately, once they are deleted, the are gone. You could do a restore of your last backup, but it is probably not worth what you would lose.
I would suggest a couple of things - one is changed your Permission Schemes (all of them) to not allow issues to be Deleted. Or at the very least by only Jira Administrators (not project administrators).
Second, get an app like Revyz Backup and Restore which can do granular restores of single issues that are deleted.

There is no way to restore previously deleted issues in Jira if you don't have a backup.
The things you can do to prevent losing deleted tasks in the future:
- Disable permission for the regular users and allow it to admins only.
- Back up your projects.
- Get the app from the Atlassian Marketplace.
I can recommend Issue History for Jira, the add-on developed by my team. It has the option to store and recover deleted tasks. But it works only after the app is installed and the "Keep deleted issues" toggle is activated.

By default, Jira does not track deleted issues and deleted issues are lost forever. To prevent it happening again, you can try Restore Deleted Issues app developed by our team. In order for this app to work, the app must have been installed before the issue is deleted.
