For whatever reason, I'm unable to tag another member of my team in issues (description content, comments, etc.). After I type the @ it won't run the user lookup - as seen in this screenshot: http://take.ms/eCVlf. Any ideas? It is working int his Details box oddly enough though so it may be isolated to JIRA issues.

Kindly make sure that your user is included in a group granted the Browse Users permissions in the Jira global permissions.

Can you advise where that setting is within permissions? I asked my Admin to make the change and they were not able to find it anywhere, see the following screenshots for what they see:

These are not global permissions. These are project permissions. Kindly read the link I provided. You should open System->Global permissions

@Alexey Matveev unfortunately, my Admin is reporting he doesn't see a gear or any way to access the System > Global Permissions feature you're referring to. Here's a screenshot of what he sees - http://take.ms/FA4Wg. Clicking on JIRA's Application Settings doesn't yield anything better - http://take.ms/S41YD.
