This question is in reference to Atlassian Documentation: JIRA Software 7.2.x release notes

Only Business Project are available on the list.

What could I do to create a new software project?

Please make sure you have installed the JIRA software in application.

Go to system application and install JIRA sofware, this will resolve the issue
