I am unable to change a reporter on tickets. If I hover over the 'Reporter' name, I get a contact profile card and am unable to click and make any chnages.

As mentioned by John, the reporter field may have been removed from the edit screen. Otherwise, the ‘Modify Reporter’ permission might have been removed from your account.

If you have been able to modify the field before, it's probably that the Reporter field is no longer on the screen used by the project. Add the field to the screen. If there are multiple screens, make sure it is on the Edit screen.
If it is there, then check to be sure that the Permissions haven't changed. Go to the Permission Scheme and use the Permission Helper there.

You might not have modify reporter permission to change the reporter on the issue.
If you are able to see "Project Settings" (need to be a project admin) of the project, review the permissions of the project and look for "Modify Reporter".

Thank you for your reply. However, I should have mentioned that we were able to update the field previously. This is an issue that started recently. So, I am guessing a change must have been made.
Can you advise on where I can check to see if/when a change was made to this permission?

Can you confirm what are the values for "Modify Reporter" ?. If the permission scheme has been updated to restrict "Modify Reporter" then you will not able to make changes.
You can review the audit log to determine, when the permission scheme might have been modified.
1. Click on the Gear icon left to your profile icon on the top left corner.
2. Click on "System" under Jira admin settings.
3. Click on "Audit log".
There could be other reasons involved too, but I would start reviewing the project permissions.
