It is not possible to add a custom “Report a problem” link directly into the built‑in left sidebar of Jira Cloud projects on the Standard plan, and you also cannot control it to open in a new tab from there
The project sidebar in Jira Cloud (the left menu inside a project) is not configurable for arbitrary custom links on any plan; Atlassian only exposes limited options such as showing/hiding certain built‑in items. Adding new web items in the UI (like custom sidebar links) is only possible for Marketplace apps written against Atlassian’s cloud extensibility APIs, not via standard admin settings.
Workarounds
- Add a prominent announcement banner at the top of Jira with an HTML link pointing to your “Report a problem” form (e.g., a JSM portal request type, Google Form, or internal page)
- If your org allows Marketplace apps, look for sidebar/navigation enhancement apps that add their own panel or icon and configure your “Report a problem” link there; these apps can render custom links, though the exact placement and new‑tab behavior depends on the app
- Use external resources links in Jira Service Management portals if you are on JSM and want a “Report a problem” link for customers on the help center side, not the project sidebar.
- Add custom links to the App navigator (“Switch to” menu in the top‑left), where admins can define links to external URLs
