We have raised an issue with JIRA on 11/07/2023 as below:

Unfortunately for now there is no way to select all checkbox by one click. We have a feature request created to get this implemented.
Please be sure to watch it, and vote on it, so that you're notified if this is implemented in a future release. For your reference, you can find our policy on how we prioritise feature and improvement requests at this page. I have also added a link to this case so that the developers can reference it if necessary.
Now the ticket is in closed status but the resolution is not clear.
Can i have some assistance with implementing 'Select All' option in Status drop down for our JIRA Client portal

Welcome to the Atlassian community.
First, in the Filters / View All Issues screen you need to switch to the new issue search
This is currently a per user setting, not a global setting.
After making that switch, you in the Basic view the not equals option is available in the Status drop down.
They didn't specifically implement a "Select all" option. Aligning with your use case where you selected all and then deselected some they instead allow you to specify "not equals". Then you need only select the Status values that you want to exclude from the search.
It seems you posted a response as an entirely new Question.
Yes, there was a misunderstanding. You have posted your question in the forum for Jira Work Management. That is a different product than Jira Service Management, which has its own form here

The issue that you referenced does not apply to the Customer Portal for Jira Service Management. It applies only to the interface available to licensed Jira users.
