Good afternoon. How can I open the list of available users for regular customers? With admin rights, this list is available.

Per your description, it seems your customers are not being able to display the same users that you can in a user picker fields. Is that correct?
Indeed, Service desk customers can not search for internal users in Jira application, but only for other customers in the site based in the Customer permissions you have configured for your Service desk project:
This is a security approach to avoid external customers to have access to internal users (Agents) information. That being said, depending on the option you choose for "Who can customers share requests with?", the customer would be able to:
