Template creation in the description field?

Previously, on the Jira server with Jeditor, we could create templates via the toolbox.

Can we do this in Jira cloud by adding no plugin and using only the Wiki Style Renderer?

If not, which plugin should I use?

No this isn't an option in Cloud.

You will need an app for this, see options here: https://marketplace.atlassian.com/search?query=issue%20template 

I have a preference for the one developed by Appvisio, but that's personal of course.
