Single scrum board, multiple JIRA instances

Is there any way to have Scrum board in JIRA instance that shows tickets from different instances with out duplicating and than syncing JIRA tickets?

JIRA version 6.4.14

No.  The two JIRA instances are separate and can't index each other's issues.

You need the suggested synchronisation that you mention
