We have recently implemented a Jira SD instance. Our servicedesk does a lot of internal and external communication but most of the time this is internal to paste code, logs or similar stuff that is competely irrelevant for our users.
Having "communicate with users" as default is thus anything but practical. It is not our case, as we are a government owned company, but imagine if you work in the private sector, want to exchange some sensitive information (for instance system logs) and hit the wrong button.
My question is: Where and how can the order of these buttons be changed so that "Comment Internally" would be both, default and the first of both?
It's not possible out of the box. You could have a look at a plugin to provide the functionality (at a cost):
