Securtiy Level does not work as expected

I created a field called "user group" where the editor of an issue can select multiple users from the project.

Than I created a new security level called "limited access" and grant the access for the reporter, the current assignee and User custom field value (user group).

But my first test failed. I add a user to this field, and marked chosen the security level "limited".

Me as the reporter can the the issue, but the user within the field "user group" can't see the issue at all.

What did I do wrong?

@Tobias Magnus (ext) - what is the user seeing? Have you confirmed if the user has project access, generally?

@Dave Liao  The user sees all public issues within this project, as it has access to the project
