SD workflow with multiple approvals & in progress steps

I am wondering how to set up a workflow that has multiple approvals and in progress steps. 

Here is an example of what I am hoping to be able to do:

• Ticket is submitted.
• Ticket is approved by someone (HR, VP, Manager). 
• Moved to in progress by agent working on it. 
• Agent requests HR approval. 
• HR approves/declines. Ticket is back in progress. 
• Agent continues work. Requests HR approval. 
• HR approves/declines. Ticket is back in progress. 
• Agent continues work. 
• Agent resolves. 

Now, the HR approval request (1st or 2nd) shouldn't always be required but only asked for when needed.
