SD user can see all of my project

I created a SD project and added users

when the user I created trying to open a new ticket (through JIRA not Portal)

it showed him a dropdown with all of the project I have in my Jira

I want each user will see only his project

You need to look at the permission scheme for all your projects, and change them so that people are not included by virtue of being in the "can use" group.

There is not a lot more to be said - you need to change the permission schemes so that they suit you.
