I need to restrict assignee of subtask to specific user if Summary of subtask is predefined

Lets say Summary of subtask is "My first tickt" it should go to andy user

Better use a component or a custom field with a drop down list. Then it’s straight forward with Automation for Jira. Parsing or comparing free text is difficult and not reliable. Even your example has a typo. To make things reliable you should guide your users with a fixed set of possible input values. 

Tickt is a conjugation (3rd person singular present) of the verb for the sound a clock makes. At least in German language. :).
