How can I lock down "who" can Create Users in Jira? I am noticing that some have been creating Users in the Internal Directory, instead of Active Directory. Regardless, I would like this privilege restricted to Jira Administrators.

As per the documentation

...the ability to create users is restricted to the users that have the Jira Administrator or Jira System Administrator global permissions unless you also have allowed public sign up. Have you allowed the latter?
For users that have the specified global permissions you cannot prevent them from creating users in the internal directory. And per the following documentation you cannot remove the internal directory.

If non-admin users are creating users in the internal directory I suspect that you have public sign up enabled, and disabling that would then prevent non-admins from creating users.
