How can I lock down "who" can Create Users in Jira Service Mgmt? I am noticing that some have been creating Users in the Internal Directory, instead of Active Directory. Regardless, I would like this privilege restricted to Jira Administrators.

You seem to have posted a nearly identical question here:

One is for Jira Software. The other is for Jira Service Management (formerly, Service Desk).
The answer could be different for each. I thought you would prefer each question be in its own application forum.
Can you provide the answers since you have the time to ask this? Or, is this post just to scold?
I'm sure you can notice the difference in the wording between the two questions, and that each question is in its correct application forum. This should be enough to deduce the answer to your question.

It is unfortunate that you interpreted my questions as scolding. My intention was to confirm that you intended to ask the same question about the two different products. I could have phrased my query better.
We routinely see posts that are from a single author that differ in just one or two words. In some cases the author simply did not know they could edit their original post, and they did not really need two posts for one question. Having two posts for one question splits the dialogue of responses in an inefficient manner.
Since this post concerns JSM, are you asking about the creation of users that are Agents or users that are customers?
