I have stakeholders looking to view the requests that are in our queue, but some do not have a Jira license and others can only be added as participants. Is there any way to give visibility into tickets to these people without making them an agent?

Yes, it is possible to add users as collaborators in a JSM project. The requirement is that those users have a Jira license assigned to them. They will be able to view requests and add internal notes, nothing else. You can learn more about the roles in JSM in this KB.
