I would like to know if is possible to programm fields values like taking the values from anothe database or having conditional values depending the value of another field.

Yes, it is.

Have a look at the database values addons in the marketplace for the first. For the second, a lot of people here use hideous, clumsy, unsupportable, unreliable and vile javascript bodges to do things like that (I've wasted so much of my career cleaning up the mess these make and deleting them...) You'd be better off looking at the "behaviours" addon, or if that can't meet the need, write your own addon field to do it properly.
