Prioritizing the Fields of Issue so that fields which I want can be kept at the top

Hi, I have added around 45 custom fields and assigned to a project. I have raised a bug in the project and when I am seeing that bug, some of the custom fields created are shown towards downward of the page. To see the entire custom fields, I need to use vertical scroll bar. This is not much user friendly. So, is there any method to prioritize the fields so that I can see the fields as per my requirement.
