Could you help me that in JIRA software is it able to create technical user that doesn't count as a used seat from the purchased plan?
I found an option that the user doesn't have application access to any software, could that be "free" if I turn that off?

Application Access is access to your instances; if the user has this turned off, they won't be able to login to any platform.
You can grant users anonymous access to your projects. This would allow users to view issues, create issues, and similar - without logging in. You can have unlimited anonymous users.
But, these users will show as "Anonymous" in Jira. Also bear in mind this would allow any user with access to your platform (i.e within your IP whitelist, with your URL) to access Jira, not just specific users.
If you want to grant specific users access to Jira - it will require you to utilise a licence per person.

Thank you too for the quick reply. We use automatic issue generation from e-mails but if you don't the register as a user everyone who sends these e-mails the sender won't be shown in the issue.
If I create the sender as a user it will save it automatically but I don't know if it takes a slot away from the purchased 50 users.

Not sure what you mean by a "technical" user, but if you mean a "read only" user, you might find this former post helpful:

Thanks for the quick reply. Maybe this could work, we'll test it.
We use an e-mail address where the incoming e-mails automatically creates issues. We'd just like to record to the issues who was the requester/creator but to do that we need to create them as a user also.
My question is that is there an option that won't take a slot from the purchased users.
