Send mail test is showing usernames as removed yet they are current and active users.

Testing on my local site, I wasn't able to replicate the same issue.
I found a bug that might be related, but it's not regarding the "Send email" feature.
Were the other users added, removed, and readded?
Did you send the email to a role or a group?
Please, let us know more details about the steps you are following for us to replicate here.
Also, just to let you know that usernames were removed from Cloud products, so in case we can replicate, we can create a feature request or a bug for them to add another information on this field, like the user ID or remove the column and let only their full name.

I deleted an account on my site and readded and I was able to replicate the issue regarding the username.
Even if it shows as "removed" the email was sent successfully to the user.
This issue that you are facing is related to a bug. It seems that the user is not mapped correctly to their previous username when adding them back to the site.
I added a comment informing that it also happens to the Send email feature.
Please, click on "This affects my team" and also Watch to receive notifications about the bug.
Also, confirm with the users if they received the notifications because even showing as removed, they are active and they should receive the notification.
