No configure menu after install

I have spent most the day trying to spin up an install of Server 2012 on Azure to get JIRA up and running. I had one install work but did not have it set to an external DB. After starting over I have 2 installes now that have went well up until the WelcomeToJIRA.jspa stage after you enter your admin info.

I am at a blank page with only the JIRA logo in the upper left and my icon as well as a help logo. No config menu and no other information.

Using MS SQL 2012 for DB

What is wrong and how can I get things to work? I don't want to give up and want to get things all set up.

Just a quick test. Have you used another browser? Compatibility settings on IE?
