When I try to link an issue in a project automation action, the help text says "You can link to the issue that triggered this rule, previously created issue, a smart-value or simply an issue key", but entries for the latter two options are missing. Is this a bug? If not, how can I use the other options?

There are not selection options for the last two. Just put your cursor in the pulldown field and start typing the specific issue key or smart value.
