Migration Server to Cloud - Jira Site Import Error

Hello guys, im trying to migrate from server to cloud, i made all checks on xml but i got the error when import data to cloud :

Error importing data: cloud.atlassian.logmon.laas.api.PrivacySafeException: Privacy-safe boxing of a com.atlassian.jira.bc.dataimport.identity.UsersImportService$WrappingCrowdException

I tryied to remove access from all users and the error still persist, someone have any resoltions for this?
