Jira don't send e-mail verification for user

I'm inviting a new email to be Jira admin, but the invite never arrives in the person's email. Even clicking on resend invitation. Can someone help me?

Is the user already existing and you are simply giving them admin rights? If so can you have the user check to see if the have admin permissions now?
