When issues are deleted, they are permanently removed. They cannot be recovered. There is no button for undoing the deletion.
For this reason it is recommended that the Delete Issue permission be restricted to only Jira Administrators to minimize the chance of an end user inappropriately deleting an issue.
Rather than deleting an issue, it is recommended that you move the issue to a Done status. You may want to configure your system so that you can select a Resolution value of "Cancelled" along with the Done status.
If you are not an Administrator for your Jira system, you may need to contact the Jira Administrators in your company to learn who has the permission to delete issues, and to find out if there is a Done/Cancelled option available.
