JIRA account/project manager group roles

Within JIRA what role should account and project managers be assigned? Do I need to create a custom group?

I need them both to create bugs but only the project manager can create tasks while the lead developer will create stories, epics and tasks.

You can not restrict issue creation by issue type for different users. There are workarounds involving conditions in workflow transitions. This is well explained in the links below
