Hi,
I would like to receive the link to the submitted form PDF in the webhook when either the "Submit Form" or "Create Issue" event is triggered. This would serve as proof of concept, showing the values the customer selected when submitting the form.

I'm not sure if that URL can be generated from an automation rule.
As an alternative, you could export the ticket including the submitted forms to PDF and email that to the your customer. It can be done with the Better PDF Automation app.
A sample document with a form looks like this (every part is customizable!):
