Is it possible to create jira custom field that links to a user

Hello, I was wondering if there's a way to create a custom field that links to a user. For instance, say I create a "Select List (single choice)" custom field titled "Games" and add the following options.

 

Solitaire 

Tic Tac Toe

Hang Man

 

Ideally I would like specific users to link to one of these specific options. Example, if Solitaire is selected the issue is now assigned to Tom.

Try using a "Cascading Select List Field" for this. It is not a user picker field though, just plain old text but it will do what you need.
