We've researched to install Jira Service Desk as additional application on our Jira software application. But we couldn't find any accurate information about jira system administrator users or jira administrator users are counting as license/agent or not in Jira Service desk.
Shortly; Can jira system admin/jira admin users do Jira Service Desk administrator simultaneously without any licenses ?

Yes, they do count, if you add them into the agent role.
If you don't add them as agents, they won't count towards the JSD licence numbers.
