In order to access my Jira Service Desk (cloud), does every end user create a JIRA account?

I have over 400 end users who are on our domain. Will all these user need to create a JIRA account in order to access my web portal?

If these 400 are to be Customers then you simply need to add them as customers. It can be tedious w/ that many but if you can get all of their emails and paste into a CSV format you can easily copy and paste that into the "add customer" dialog window.
