If you apply a label to an issue, can you generate a required screen to fill out?

In my case, what I'm trying to accomplish is if a jira service desk agent adds a label 'Turnover' to a particular Issue created in a service desk project, is it possible to make it required to generate a screen after the label gets applied, that the service desk agent must fill out before automating it into a separate service desk project?

No, a label is a simple tag for an issue, it's really not for arbitrarily forcing more information to be added.
