If a month is closed for all in Tempo, how does it affect the last week when the month finishes mid week? Does it blocks the whole week including the days from the following month, only the days corresponding to the month closed or it blocks only whole weeks of that month?

A monthly period in Tempo represents exactly what that is in real life: the actual dates within that month. It does not take weeks into account.

So if a month is closed, it is only the days within that month that will be locked. Even if the last day of the month is in the middle of the week.
