Since your site (krc-dev.atlassian.net) is on the Free plan, this specific error usually means the site was deactivated due to inactivity, not a live outage, this is a well-known pattern for Free tier sites.
 
Quick way to check: go to admin.atlassian.com and log in, select your organization, then check the Billing/Subscriptions page. If your Jira product shows as "Inactive," you can select "Reactivate subscription" right there, this restores access if it's still within the retention window (data retention is typically 15 days after deactivation for Free plans).
 
If it's already been deactivated for longer, or reactivation isn't available, you'll need to go through Atlassian's Billing/Licensing team directly (not general Support, which often can't find Free tier sites once deactivated): https://www.atlassian.com/company/contact/purchasing-licensing
 
Also worth double checking status.atlassian.com just to rule out a live incident, but given it's Free plan, inactivity deactivation is by far the more common cause of this exact message
