I cannot see "bulk change" - I am an admin on the project and the global permission is enabled

The global permission to enable bulk changes is added onto our Jira and I am an administrator on the project in question. Yet, I cannot see the option to bulk change on the cog area or when selecting numerous tickets and right clicking.

Bulk change is accessed from the tools menu in the issue navigator, have you looked there?

Yes - I cannot see the option there.
