For Jira, admin -> General configuration - lets you change the text for the gadget.

However, I'm confused, as your screenshot is for Confluence, and identical to your other question https://answers.atlassian.com/questions/155710/how-to-hide-thest-tabs-on-confluence-dashboard-for-anonymouse-or-all-user

Is there a reason this isn't a duplicate?
