Those tabs are a functionality provided by the "recentlyUpdatedContentService" macro, which is enabled by default in Confluence instances +5.x. You could simply deactivate this module inside Dashboard Macros (from Manage Add-Ons page), but that would make the dashboard display an odd "Unknown macro" rendered in the dashboard instead of the tabs. If you want to customize the Confluence dashboard, you can have a look at the documentation here. Other than that, IMHO, the best approach to have a customized landing page on your instance would be by sending users to a space home page instead of the dashboard, following the instructions at: https://confluence.atlassian.com/display/DOC/Configuring+the+Site+Home+Page
