How to link to web link without first creating link to another issue

Greetings! We are designing a new form and want to use Issue Links to link to various web pages for such things as documentation, migration instructions etc. This will eliminate the need to have custom fields for each purpose. We like the fact that the Issue Links popup (when clicking the + sign) shows the option of linking either to another issue, a Confluence page or a Web Link, and that the last enforces entry of a url and a description.

The problem is Issue Links does not appear on the form until you have linked to another JIRA issue and saved the issue. On the Create screen we only see Linked Issues, which only allows selection of other JIRA issues. We don't want to have to enter dummy linked JIRA issues just so we can have the functionality of adding linked Web Links. See "To a specific URL" at https://confluence.atlassian.com/jiracore/linking-issues-933083070.html for more background.

Is there configuration that can be done to show Issue Links on the Create screen? Our JIRA site is on 8.0.2 and we are not using the new Jira issue view.
