How to import/export issue and users data (with plugin data)

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I am using JIRA Service Desk 4.8.0 and my JIRA Core version is 8.8.0 with some installed plugins as follow:
I found that Jira have build-in issue export and import function but I found that the data in plugins is not exported.
For example,the plugin's Template name (Issue Template for Jira) is not exported!
Also, I found that Jira have build-in user export/import function but I found that the data in plugins (User profile for Jira)is not exported, too.
Because I have about 450 issue template (plugin) and 300 custom user profile (plugin) data need to import to my customer's Jira server. I can not manualy key in these data, it is too much!
Please give me some sugestion about for importing/exporting these plugin data!
