don't know how to find someone and create a ticket
To create a ticket in Jira Service Desk customers will use the customer portal.
You need to create a new project of the service desk tiype in jira. Once that's done you can configure many aspects of it but you can create tickets with the default options from the very moment you create the project.
I'm not sure what dou you mean by "how to find someone". You don't create a ticket for any given particular user... you just create the ticket and any agent will take care of it.
If this doesn't help you at all please give me some insight about your needs because I'm quite lost at the moment.
