I am the administrator and need to change a user email address as its incorrect but when I go to edit the email address is greyed out. I have also gone in a the user and they can not do it either.
Its says the organisation admin can do which is me!

What user directory is in use here? Is it the Atlassian ID, Google or your own SAML directory?

Ok, Atlassian ID accounts belong to the users, not the system they have been granted access to. The email address on an Atlassian account is part of the account, not part of Jira.
This means that while an admin can impersonate a user in Jira, they can't change user details because they're not the owner of the account.
The user themselves will need to log into https://id.atlassian.com and hit the "change email" on their profile.

Thanks for pointing me in this direction. Unfortunately when the user goes in he can not change his email and I am not able to do it as an administrator. How else can this get done?
