How can I restrict the specific types of links to specific users?

In an extension to this question, I not only want to restrict the links by the issue type but also by specific users.

I know that issue-linking can be enabled/disabled for users en masse, however I want to allow one group of users (build masters) to be able to link issues with a specific link type (is included in build) but normal users be disallowed from creating these.

However regular users should still be able create all other types of links (supports, relates to, etc.).

Does anyone know of a specific plugin which will provide this functionality?
