This seems like the most basic of functionality but I cannot find a simple means to total a single column doing a JIRA query.

This option is not out of the box. You'll need add-on to do this. Here's a post with some suggestion:

Is sum up for JIRA only available for cloud version? Is there an enterprise server solution?
