JIRA email customization is a restricted feature in JIRA Cloud, this means you cannot tweak JIRA email templates.
You'll need to use an addon, such as Email This Issue for JIRA Cloud that allows you to create customized email templates and include the comment history in the template (additionally to any custom fields). Emails may be sent manually or automatically as explained here.
Templates can be developed easily, you can simply the call to render all comments using the Field Picker .in the template editor.
