Is there a setting (default or configurable) that affects when a send email automation action happens?
When testing a new automation the email doesn't appear in reporter/recipient inbox until about 30 minutes. Not sure what's causing this delay.
Automation notifications also seems delayed so I wonder if it's just a slow day?

There is no incidents reported here https://status.atlassian.com/ . all are looking good and operational.
If the problem still continues, you can raise a support request.
If the reporter receiving normal emails from one to one without any delays. then we can assume that there is a problem with the emails from Automation or Jira.

Unsure on the type of automation you're looking at, however the email delay may be caused by Jira's email batching function (which according to https://community.atlassian.com/t5/Jira-questions/Is-the-Batch-Email-Notifications-feature-available-in-Jira-Cloud/qaq-p/1031512 is possibly relevant for Cloud).
Batching means users don't get an email for every action (assign V comment V transition), instead the system queues these events for a period of time then sends a single digest email
Unsure if this is the cause of your issue, but something that feels it might be worth looking at

The Send Email automation action does not get batched. This is why I am using that automation action—to get a notification to users about a comment after a 0 minute delay instead of after a 3 to 10 minute delay (if there is more activity on the ticket, perhaps because it is an urgent ticket, the batching system continues delaying until 10 minutes have passed—exactly the opposite of what we need!).
I am also experiencing a delay of *just* automation emails today. The batched emails are sent at least 3 minutes late like they should, but they are delivered instantly. The automation emails have a Date header corresponding to when the automation ran, but the email is not received by my mail provider until 21 minutes later. Also, this seems to only affect a couple emails—most are still instant (within 1 minute). The fact that this is not a precise delay suggests that today the email system used just by automation is experiencing reliability issues.

I just noticed a Jira notification email got delayed (Received header has a time stamp 20 minutes after the Date header) in the same way as some of my automation Send Emails. Looks like this is actually affecting Jira’s general mailing system and not just automation or just normal Jira emails.
