Here are some steps you can take to resolve this issue:

1. Check Permissions Scheme

  • Project Permissions: Ensure that the "Reporter" has the "Create Issues" permission in the project's permission scheme. This permission allows users to create new issues in the project.
  • Browse Projects Permission: The user also needs the "Browse Projects" permission to view the project and its issues.

2. Group or Role Assignment

  • Verify that the "Reporter" user is included in a group or project role that has been granted the necessary permissions in the project's permission scheme. Jira permissions are often managed through groups or roles.

3. User Management

  • Check User Status: Ensure that the "Reporter" is an active user in the system and not deactivated.
  • License: Confirm that the user has a valid Jira license, as some permissions may be restricted based on the license type.

@Dilli Babu Comment and create an issue are different permissions, check both for that user please.
