Control reassigning the issue

Is it possible to control ticket reassigning in particular statuses?

Example. User A has ticket in In Progress status, wants to reassign it to User B, this transition is controlled by the sil script. I would like to achieve a situation when User B having to many thickets won't be able to take the ticket.

Is there any way?
